同时具备下列条件的本市特困居民家庭可以申请廉租房:
1.市民政部门核定的享受生活保障待遇的家庭或市政府认定的优抚对象的家庭。
2.家庭成员具有本市户籍且实际在本市居住,并具有法定的赡养、扶养或抚养关系。
3.无房户即家庭成员名下不拥有任何形式的房产。

1. 具有当地常住户口五年以上;
2. 1人家庭年收入在1万元以下,2人家庭年收入在
1.6万元以下,3人(含3人)以上家庭年收入在
2.2万元以下;
3. 家庭人均住房面积低于15平方米;
4. 未参加房改购房或集资合作建房,未购买或承租经济适用住房;
5. 满足经济适用住房主管部门规定的其他条件。

申请经济适用房首先应准备好须提交的证明材料,申请购房资格,取得购房资格证明即可以购买经济适用房。
经济适用住房,是指政府提供政策优惠,限定套型面积和销售价格,按照合理标准建设,面向城市低收入住房困难家庭供应,具有保障性质的政策性住房。
城市低收入住房困难家庭,是指城市和县人民政府所在地的镇范围内,家庭收入、住房状况等符合市、县人民政府规定条件的家庭。
一、须提交的证明材料
(1)收入证明。
(2)住房情况证明。
(4)婚姻状况证明。
(5)共同申请家庭成员的赡养、抚养或者扶养证明。
残疾人或市级以上(含市级)劳动模范的,还应当提供相关证明材料。
二、经济适用房申请购房资格证程序
1、申请人向户籍所在地的街道办事处申请核准购房资格,并签署同意接受住房和经济状况核查且核查结果予以公示的书面文件。
2、街道办事处对申请家庭的人口、收入、住房情况进行核实,认为符合条件的,在申请人户籍所在地和实际居住地、有工作的在现工作单位公示7日,公示内容包括家庭人口、现住房面积、收入等情况。
3、公示期满无异议或者经核实异议不成立的,签署初审意见,连同申请材料报送区民政部门。
4、由区房管部门发给《城镇居民购买经济适用住房资格证明》。《证明》有效期为24个月,持有《证明》的家庭,可以购买一套经济适用住房。
三、经济房不满5年不得转让
1、购买经济适用住房不满5年,不可上市交易,购房人因特殊原因确需转让的,由区人民政府按照原价格并考虑折旧和物价水平等因素进行回购。
2、购买经济适用住房满5年,购房人上市转让经济适用住房的,应当按照市政府规定的比例交纳土地收益等相关价款,区政府可以优先回购;购房人也可以在交纳土地收益等价款后,取得完全产权。
